TOEFL Rescheduling Fees
Candidates who wish to reschedule their TOEFL iBT test registrations must apply for the same at least four days before the test date. The TOEFL form fees for rescheduling is around Rs. 5,900 or USD 60. Students cannot reschedule the exam through email, or the test centre.
To reschedule the TOEFL exam, test-takers can either call their regional registration centre or send their full name and appointment number to reschedule. Candidates can also log into their ETS account online and reschedule for any upcoming dates that are available.
TOEFL Late Registration Fees
All students are required to register for the TOEFL exam at least 4 days before their desired exam date to avoid paying the late registration fees. Candidates who do not complete their TOEFL registration before the deadline are required to pay a late registration fee of USD 40 (Rs. 3325.58).

TOEFL exam fee payment can also be made by UPI and Bharat QR payments, including FreeCharge, PayZapp, Airtel Money, Google Pay, PhonePe, Amazon Pay, Paytm, and many more.
Payment through Dynamic Currency Conversion (DCC) for Visa and MasterCard cards issued outside India will also be accepted.

TOEFL Cancellation Fees
Candidates who want to cancel their TOEFL test must apply for the exam cancellation at least 4 days before their scheduled TOEFL test date to qualify for a refund amounting to 50% of the original exam fee. Refunds are only provided for the TOEFL test fees and not for other services, such as preparation materials or service fees.
Note: There will be no refunds for payments made in cash. All the refund amounts were returned to the original account through which the payment was made. Refunds are made in USD.

One the most general tips for the preparation of both tests would be to go for a structured approach and understand the format of the tests respectively and work on improving grammar, vocabulary and pronunciation along with it take regular tests and reviews them. Both have 4 section, Reading, Listening, Writing and Speaking, so all four must be kept in focus, and thus you must plan your time according to your needs and areas of improvement.
Now, for TOEFL, it's recommended to use resources from ETS, that is, official materials and tests.
For IELTS, it's recommended to use resources from IDP, British Council and Cambridge, that give you sample tests and questions.

IELTS is considered more straightforward in terms of language and structure, especially its speaking test, which involves a face-to-face conversation with an examiner. TOEFL, on the other hand, is entirely computer-based, including the speaking section. In terms of preparation time, if you're confident in your English skills, around 2 to 4 weeks of focused study, mainly familiarizing yourself with the test format and practicing timed exercises, should be sufficient. Ultimately, the "easier" test depends on your comfort with the test style.
