The New NMC rules for Foreign Medical Graduates

The purpose of the National Medical Council’s guidelines is to ensure that every medical college in India meets the minimum standards required to teach and foster medical students. These standards make medical students competent enough to work in a clinical environment. For this purpose, the National Medical Council also mandated the NEET qualification for Indian students who wish to study MBBS abroad. However, this mandate does not apply to admission to foreign medical colleges.

These are the new NMC rules for foreign medical Graduates:

1. The duration of the medical course should be 54 months

The medical courses that are offered by medical colleges or universities must have a duration of 54 months. These 54 months must consist of theory and practical classes. Moreover, any course that is offered by the medical colleges that doesn’t have a duration of 54 months is considered invalid by the National Medical Commission

2. 12 months of internship is mandatory

Students who complete the 54 months of education are also required to complete a 12-month internship. In this internship, the candidate is required to practice in local clinical settings and obtain working experience. This ensures that the student is competent enough to apply theoretical knowledge.

3. The clinical training must be completed in the same universities.

When the medical course is chosen from a particular college or university, students are obliged to practice at the same universities. Any transfer between colleges for the clinical training is not allowed by the NMC

4. English as a medium of instruction.

All the teaching modules and theory classes must be taught in English. The National Medical Commission does not recognise any medical course that is taught in any foreign language other than English. This is to ensure that the student learns all the subjects in the course with utmost clarity.

5. The medical course must consist of subjects as directed by the National Medical Commission.

The course offered by any medical college or university should consist of mandatory subjects directed by the National Medical Commission. Students who fail to study these subjects will no longer be allowed to practice in India.

6. Practising in the country of study

Indian students who complete their course of study (54 months + 12-month internship) must be able to practice in the country of study.

New NMC rules for foreign medical Graduates

Although the National Medical Commission has removed all the approved colleges from its list, it has a few precautions for Indian students planning to study abroad. The NMC suggested these precautions to avoid fraudulent admissions to medical colleges.

In the recent notification released by the NMC, it was stated that a few colleges are known to deteriorate the quality of education by enrolling students beyond their capacity. For this reason, they are blacklisted by the NMC and advised students to avoid these colleges.

Medical colleges blacklisted by the NMC:

• Bukhara State Medical (BSMI).

• Samarkand State Medical University (SSMU)

• Tashkent State Medical University (TSMU)

• universities of Medical Sciences, Bangalore, an offshore campus of TSMU Termez Branch, situated in Bangalore, India

Several serious concerns have been raised by Indian students regarding the quality of medical universities abroad. Moreover, the Indian embassy in foreign countries has also reported on the prevailing factors affecting the quality of education.

These are the complaints reported from various sources:

1. The above-mentioned colleges have been enrolling students beyond their admission capacity, compromising the quality of medical education.

2. These colleges are not using English as a medium of instruction, making it challenging for Indian students during hands-on practice.

3. Also, several complaints have been filed for violating the Foreign Medical Graduate Licentiate (FMGL) regulations.

4. It has also come to the notice of NMC that Indian students have been enrolled through private.

Tips for foreign-going Indian Students:

1. Avoid fraudulent offers: Indian students cannot enrol in foreign universities outside the prescribed process. Any private offering admission to foreign medical colleges outside the official process is considered fraudulent and invalid.

2. Verification before payment: Students are advised to verify the payment portal and the recipient before any payment. Payment without verification often leads to scams and fraud, as it will be credited to third-party agents. Also, ensure that the is recognised and compliant with applicable regulations

3. Check recognition and compliance: Carefully verify the recognition status of foreign medical universities by checking their official websites. Recognised colleges should be approved. Also, ensure adherence to the FMGL Regulations, as these regulations evaluate colleges and universities based on the minimum standards required to foster medical

4. Seek Official Guidance: Seek help from the National Medical Commission and Indian diplomatic missions abroad by contacting them through mail or phone.
