The government of the UK has introduced new updates to its immigration rules under a new white paper named Restoring Control over the Immigration System (May 2025). The primary aim of these reforms is to minimise net migration and follow a ‘skills first’ immigration model. This update has several implications for international students who want to study in UK, skilled workers, and employers who sponsor international professionals, and universities. In this article, we will dwell deeper into the new rules, who is affected by them and how to prepare to face these changing rules.

Here are the major changes announced:
Shorter post-study stay for international graduates: With effect 1 January 2027, students who apply for post-study work visa in UK (Graduate visa) will only be allowed to live in the UK for 18 months post completion of their bachelor’s or master’s degree. PhD students will be allowed to stay for 3 years.
Increased requirements for English language proficiency: Currently, the UK skilled worker visa requirements, scale-up, and high potential individuals is B1. With effect 8 January 2026, it will be mandatory for them to meet English level B2 (equivalent to UK A-level).
Reduced eligible job list for Skilled Worker visas: The list of jobs eligible for sponsorship under the Skilled Worker visa was narrowed effective 22 July 2025; only occupations requiring high skill levels remain.
Ban on overseas recruitment for social-care roles: From July 2025, new overseas recruitment for adult social care jobs has ended.
Higher Immigration Skills Charge for employers: From 2026, it will become more expensive for the employers to hire international talent as there will be an increase in the cost of sponsors of skilled foreign workers.
Longer route to settlement: The standard qualifying period for Indefinite Leave to Remain (ILR) is currently 5 years. It is proposed to increase to 10 years.
Expanded High Potential Individual (HPI) route: From November 4, 2025, the number of eligible universities for the HPI route doubles, but application caps (e.g., 8,000 per year) will limit access.

If you are an international professional or employer, keep these considerations in mind while applying for a UK skilled worker visa.
You must be working in a high skill (degree level) job and your sponsor must know and be ready to pay higher sponsorship costs.
The “medium skill” list was removed this year in July, so if you are working on a role that is still on the list, you won’t be able to qualify. As a result, you will find difficulties in switching.
Employers will have to pay higher immigration skills charges and stricter regulations for sponsored workers.
You will have to wait for 10 years now instead of 5 for ILR settlement.

Follow these tips to adapt to the changing rules smoothly.
For students: Research well and know the duration of post study work time allowed and plan accordingly.
Check university compliance: Make sure the UK university you choose is compliant and eligible for sponsorship.
Demonstrate high level of English proficiency: Study well and aim for B2 English.
Aim degree-level study: Ensure your programme meets all the high-skill criteria (RQF Level 6+) if you wish to transition to work-visa in the future.
For workers: Check the eligibility of your profession and status of your employer’s sponsorship.
Set a realistic plan to settle- Unless you qualify for “earned settlement”, assume it will take 10 years and not 5 years. Make a note of all your contributions, UK-based work, English proficiency, and NI payments.
Explore more options: Considering the existing changes in rules, keep your options open for other alternative destinations (Canada, Australia, Germany, Ireland) as backup options.
