Well I would like to tell you that after MBBS you can give USMLE exam in order to qualify for residency program in USA and for India you will have to give fmge qualifying exam and then you can practice medicine here. Either way the path is going to be difficult cause both the exams are difficult and USMLE happens in three levels.

You can appear for USMLE or United States Medical Licensing Examination in order to do medical pg courses from USA. It's same as All India PG Entrance exam where you study up all your MBBS Subjects and write the exam. USMLE is a three step process where you have to score a very high percentage. Based on your marks you will be given a stream to get your MD in. USMLE 1 and 2 can be given in India after getting an appointment but for Step 3 you have to go USA and sit for interview. After completing USMLE - 1,2 and 3 you are eligible for getting medical license. But to get a job at first you would have to finish an accredited residency training program. Then you would have to go for interviews and find an employer who would sponsor a work visa

In order to study and practice medicine in USA, Indian Doctors have to complete Residency in USA and get state license.

The main certificates that any universities will demand are the following:
1) 10th or equivalent mark sheet
2) 12th or equivalent mark sheet
3) transfer certificate from the respective school/institution
4) nationality/community for reservations
5) income certificate of the parents if you are looking for fee waivers etc.

I suggest you to please don't get disheartened as you have to see it in the other way. If govt is not issuing this NORI certificate this might be a chance for you to settle in India or in some other country. And believe me after 4 or 5 years the rule will change as per the countrymen needs. So don't stop your preparation and you will be successful.

There is no age limit for Usmle per se. You can write usmle even if you are 70 (according to internet sources). But there are some indirect stuff tha tlimits a higher age group from appearing.
