In order to apply for TOEFL exam you have to register.There are four possible ways for the TOEFL 2018 application, namely online, by mail, by phone and in person at the TOEFL 2018 test registration centre.
The availability of TOEFL 2018 test dates will depend on the seat availability at the test centre. You can register for the 2018 TOEFL test online on the official website of ETS (exam conducting body). Online registration/application of TOEFL 2018 will close seven days before the test is conducted.

TOEFL (Test of English as a Foreign Language). This exam is taken by students who wish to pursue their higher studies in foreign countries.
Exam is conducted by Educational Testing Service (ETS).
However, The conducting body of TOEFL has ceased the policy of TOEFL scholarship. ETS no longer provides the scholarship for Indian test takers; rather a new concept of Grants and Awards has been devised.
ELIGIBILITY CRITERIA- ETS has not specified eligibility criteria for the exam. It can be taken by anybody who wish to study or work in foreign countries.

Availing a full scholarship is next to impossible. That's the harsh truth. At best, you willget 50-70% fee wiaver, that too if you have great academic achivements along with a well-formed profile and personality.
Like said in the other answer, GRE and TOEFL are just exams that are mandatory, but do not guarantee your admission. Having a good score is very beneficial, but to get an admit, and that too with a scholarship you must have a great profile with tremendous academic record(not necessarily) along with a co-curricular and extra-curricular activities and humanitarian work.
