Yes you can write GRE exam/GMAT exam for MBA. It depends on the colleges abroad as what their admission criteria is.
The eligibility to study from a commerce background also depends upon the college you are interested to study abroad.

GRE is used to MS or other master degrees from outside university.
For studying in a good university outside India you will need to give GMAT exam. GMAT exam is also of similar difficulty level as of CAT exam. Quantitative ability might be a little less difficult but Verbal Ability
