Yes, you are eligible to appear in JEE Main examination after completion of your 12th standard from NIOS Board.
Candidates who have completed 12th standard with Mathematics, Physics and Chemistry subjects from a recognized board are eligible to appear in JEE Main examination. Only candidates who have appeared, qualified and secured top 1,50,000 rank in JEE Main examination are eligible to appear in JEE Advanced examination.

Based on previous year cutoff it is hardly difficult for you to get placed in CEG/MIT/SSN for Computer Science and Engineering and Information Technology since their cutoff closes at 194.As far as in ACT campus it is hardly difficult to get placed in Chemical Engineering Since their cutoff closes at 196.
