GRE exam is an entrance exam just like JEE or CET but for applying to foreign universities and colleges of USA and Canada. The Graduate Record Examinations(GRE) is a standardized test that is an admissions requirement for many graduate schools in the United States and Canada and few in other countries. So, yes you can apply for Massachusetts Institute of Technology (MIT) for Masters after giving this exam. The computer-based GRE General Test consists of six sections. The first section is always the analytical writing section involving separately timed issue and argument tasks. The next five sections consist of two verbal reasoning sections, two quantitative reasoning sections, and either an experimental or research section.

Since, top universities are expected to close their registration in November or December, it is preferred to attend GRE by the end of June, so that your result is available before your application in the universities. It totally depends on you that either you want to go for MBA or you want to study for competitive exams along with UG degree. If you believe that you want to go for MBA with the UG degree course, go for integrated courses that contains your UG degree with MBA and if you are not interested in MBA, and want to go for competitive exams, go for it. And be prepared to study for both simultaneously and score well for both.
According to me, you can go for MBA as it is not always sure that you can do well in competitive exams, though that is also possible if you have good amount of interest in it.

There are no specific eligibility criteria for the GRE / GMAT Exam that deters one from giving the exam had the candidate already done his / her M. Tech. Anyone can register for both GRE and GMAT Exam and there is also no prescribed age limit as of now.
However, I would like to enlighten you with the fact that GRE / GMAT scores are valid for a period of 5 years. So if you're planning to settle abroad, you can give the exam as early as you can so as to avoid any last minute discrepancies. But even if you want to give it after completing your M. Tech, that is totally fine.

You have not mentioned which country you want to do your PhD from, but if we talk broadly then to pursue PhD from abroad, basically you have to appear in the general test exams like GRE or the exam conducted to test your knowledge about the course you are willing to pursue. With this you have to pass Language Proficiency Test like IELTS.
If you are thinking to do it from USA then GRE and IELTS will be your exams to decide your potential.
In New Zealand , only language test is required and rest your past records of graduation will be seen.
Similarly, for some other countries, other exams are the way of selection to their universities, which you have clear for admission.

A simple answer will address your question: the admittance rate at MIT in 2018 was 7.2 percent, which is extremely difficult. MIT's GRE average scores are as follows:
Verbal: 155-163 on the GRE
Quantitative GRE: 155-167
4.5-5.0 on the GRE AWA
A higher quant score is required for engineering or math-related programs.
A better verbal score is required for an anthropology or verbal related program.
