generally admission is based on gate score as well as academic scores, however Differential academic qualifications across the departments have been made considering the departmental requirement, availability of candidates in the respective departments and uniform growth of all departments in the Institute. so its totally depends on the authorities decision. however you may definitely apply for relevant discipline as well as mechanical engineering.
Talking with reference to Class 12th Marks,there's no such criteria in GRE/GMAT exams.All you'll need is a valid GRE/GMAT score that'll help you get a better college/University in foreign.But if you'll talk of GATE,since it's an Engineering Aptitude test,it's score is valid in every Indian Institutes & a selected lists of foreign universities also considers admission based on your GATE score, which include National University of Singapore (NUS) and Nanyang Technological University (NTU) in Singapore and Technical University of Munich and RWTH Aachen in Germany.

GRE is graduate record examination which is held by educational testing services . This exam is conducted for students to study post graduation programs in foreign studies. This exam requires no academic qualifications. You just have to be in your final year of college or passed out. Your 12th marks doesn't matter for GRE. So, just focus on your preparation.

According to the category rank you have mentioned in the question you cannot get any of the NITs or IIITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

Cutoff for last year for CSE in general category was somewhere around 840 in "T H” category which represents Home District Technical Seats in round 1 and 1530 in “N O” represents Other Than Home District Non-Technical Seats.These are previous years statistics. It may vary depending upon the situation and number of students.

If you are planning to pursue Mtech in India and are confused between GATE or GRE, then you must inquire about the which test is accepted in the university of your choice. The minimum GPA required by good universities for MS abroad (including Arizona) is 3 on 4. Since you already have a little low GPA , you really need to score well in the GRE Exam. You should be able to score atleast 320+ to get into a decent university.
The positive in your application would be your experience as it really counts and gives you an edge over others.

As you have mentioned that you have scored 95.25 percentage in your boards. So with this you can get admission in many DU colleges of North campus but the admission also depends on the course which you want to pursue. In some colleges there are also reservation for some categories. So all these things will matter.
