Qualifying marks allow counselling, but admission to medical colleges requires much higher scores:

A state rank of 13,974 in the SC-B category in NEET puts you in a borderline zone for MBBS admission through state quota. Typically, SC-B students get MBBS seats up to around 10,000–12,000 state rank, depending on the number of seats and the competition in your state.
