NEET PG (National Eligibility Cum Entrance Exam) Postgraduate is the only exam which offers admission in MD, MS, and PG Diploma Courses in India. It is a computer-based test which is conducted by the National Board of Examinations in Medical Science(NBEMS). This exam contains 200 multiple-choice questions, and the aspirant is awarded four marks for each correct answer and one mark deducted for a wrong answer.
If you have registered for the first round and have not submitted the security fees, then you are not eligible for the next round, as per the Directorate of Medical Education and Training (DGME). You must submit the security fees to be eligible for the next round. You're eligible if you couldn't get a seat in the first round. But if you get a seat in the first round and you can't submit the security fees, then you're not eligible for the next round.

Yes, a person with 40% disability due to a mental illness can get reservation in NEET under the PwD category , only if the disability certificate is valid at the time of admission .
Since the certificate is temporary for two years, it must be valid during counselling and admission. If it expires, the candidate may need to get it renewed or re-assessed to avail the reservation.
