If you target the government institutes, a rank of  403950 and a category rank of 39350 isn't enough for you to get admission to government colleges in the All India Rank. But still, if you really want to get a seat, you can secure it in a private or deemed medical college.

Yes , with ICAR AIEEA PG rank of 900 and score of 344 in Plant Sciences for the general category you have better chances of getting admission into decent agriculture colleges in India , may you not get the top tier one but you could get mid level or private institutions

You must participate in the ICAR counselling process to secure a seat in mid tier colleges or a goo regional institution and fill all possible choices to increase your chances.

Its a good rank for obc category you may have a decent chance according to previous year cutoff as the closing rank for OBC in the NEET PG Round 1 MS General Surgery in 2024 was 15140, while the final closing rank was 29280.
