Hi
TOEFL and IELTS are the English language proficiency tests which are mandatory for non-native english speakers to get into an abroad university. One can choose to give either of them depending on the admission requirement of the specific college they choose. IELTS score is valid all over the world in most of the universities whereas TOFEL score is mostly considered by the universities in United States. There are also universities in US which accept any of the both TOFEL or IELTS scores.
According to the rankings given by QS World University ranks, the top universities in the world are MIT, Stanford University, Imperial College of London, University of California, University of Cambridge, University of Oxford, etc require and accept either of TOFEL or IELTS score.
TOFEL exam consists of LSRW (Listening, Speaking, Reading and Writing) section with 30 marks for each section and with an overall score of 120 marks. Most of the top Universities look for a score of 100 marks and it is highly recommended to get a score of 105+ in TOFEL. The list of the few colleges which give admission based on TOFEL without GRE are :
1. Columbia University: Graduate School of Architecture, Planning and Preservation - course offered: Advanced Architectural Design, Architecture and Urban Design Programs.
2. Alabama A&M University: School of Graduate Studies - course offered: Biology, Psychology, Elementary Education, Education Specialist, Family and Consumer Science, Food Science and Social work.

Hey, to study abroad a candidate should definitely give TOEFL to study in the US and Canada. And IELTS or PTE for UK, Australia, New Zealand. And along with all this exam, the candidate needs to even appear SAT (standardized test administered) or ACT (American College Testing). Find out which is suitable for the college she is planning to go and do the requirement.
Best wishes.
