TOEFL score is mainly accepted by higher education institutes in countries like USA, Canada and Singapore among others. It is a test of english language proficiency. TOEFL is also asked by some organisations from people who travel to work in USA from non-native english speaking countries. Having a good TOEFL score cannot ensure you a good job. That depends on the organisations' interview requirements.

There are no eligibility criteria for the TOEFL exam. It is an English proficiency test used by a number of universities and a few countries to determine the level of English proficiency before they can accept a student for admission to their program or accept the person's candidature for job positions.
Anyone can give the exam. TOEFL will give more information on all aspects of the exam.
